The XIX International AIDS Conference (AIDS 2012) will occur from July 22-27, 2012 in Washington, D.C. The largest global health event, AIDS 2012 will gather over twenty thousand participants to exchange knowledge on the latest scientific and social advances in the global HIV and AIDS response.


DUTIES
As the Lead for the International AIDS 2012 Conference Secretariat, the contractor will lead a small team to coordinate the Government of Canada's engagement at the upcoming AIDS 2012 Conference in Washington D.C., July 22-27, 2012. The Secretariat will provide the overall project management function and will report jointly to the Director of the International Public Health Division and the A/Director, Programs and Partnerships in the Agency's Centre for Communicable Diseases and Infection Control. In this role the contractor will lead preparation of briefing materials (ie. briefing notes, deck presentations) for Agency senior management and the Health Minister, lead the coordination of the logistics of Canada's engagement at the conference (on-site events, delegation support etc.), manage the conference workplan and seek input/updates/action from appropriate leads as required.

This temporary help requirement is to help with the workload as the position is now vacant. We do not anticipate filling this position until then end of next fiscal year.


DUTIES
Roles and Responsibilities

• Co-ordinates senior director’ schedule, directs the flow of information coming into and going out of the unit; confirms travel arrangements and obtains information using the GoC Shared Travel System; and assists managers and staff to identify and choose travel options.
• Provides logistical support for the meetings (scheduling, rescheduling, distribution of agenda and briefing material and other services); and assists in the development and formatting of reports, briefing and documentation.
• Screens queries (In-person, by telephone or electronically) and incoming documentations, directs to appropriate Sector/Directorate/work Unit managers and staff; and provides background research and support services.
• Develops Unit filing systems and uses Department / Sector procedures to establish reference systems for tracking and retrieval documents and information; develops recommendations and options for improvements to office practices and procedures; provides instructions to current and new staff; and maintains an inventory of Unit assets.
• Manages and maintains all documents required to assist for purchases, contracts, budgets, etc. Ensuring that all required documents are gathered, maintained in easily accessible systems.
• Completes appropriate documents to request action on behalf of the manager; contracts Department experts, managers and staff to obtain clarification on various issues; and follow-ups on all requests.
• Contributes to project teams and working groups responsible for the development and delivery of administrative standards and services.
• Administer the annual budgets for the business unit.
• Provision full-services secretariat support to committees as required.
• Develop and maintain cooperative working relationships with clients and employees.
• Expedite and coordinate support services to the office such as maintenance, repairs, supplies, and mail.
• Execute other assigned activities, as required.


WORKING ENVIRONMENT

The work is performed in a typical office environment subject to surrounding noise and using standard office material and equipment.


MANDATORY CRITERIA (resource must have the following)
Must meet the Minimum Mandatory Qualifications as per THS, Annex “C” of Part A, Statement of Requirement-Classifications (Version 1) available on the THS website http://www.tpsgc-pwgsc.gc.ca/app-acq/sat-ths/classifications-eng.html

Education:
• Secondary School diploma or an acceptable combination of education, training and experience is required.

Experience:

• Minimum of five (5) years experience as an Executive Assistant is required.
• Minimum of two (2) years of experience with the federal government, as an Executive Assistant is required.
• Minimum of two (2) years experience working in a government organization providing support and assistance (as indicated above) to Senior Directors, Directors and employees.
• Minimum of two (2) years experience with Microsoft desktop products, such as: Outlook, MS-word, Excel and PowerPoint.
• Minimum of 6 months in the last five (5) years experience with document management systems (i.e. EDRM) and the government shared travel system (i.e. Travel Acxess).
• Minimum of two (2) years experience with the organization, orchestration and follow-up to meetings (bookings, invitations, minutes, action items, etc.)
• Minimum of two (2) years experience with expenditure tracking systems, spreadsheets and budgets.



Qualifications/Education:
Secondary school diploma or an acceptable combination of education, training and experience is required;

Certificate, diploma, or degree in a relevant field from a recognized post secondary institution or an acceptable combination of education, training and experience may be required;

Minimum of five (5) years experience as an Executive Assistant is required;

Minimum of one (1) year of experience with the federal government, as an Executive Assistant, may be required.
